Ladies & gentleman of Raceplace Jury. After deliberations, would like to move the motion to raise the minimum stake of ALL maiden races around the country to NZD12k, effective immediately. Following a horses maiden, then based on its rating, will pend the amount of stake it races for. Recommendations have been given the lower end R30’s to race for minimum stake, current race levels are agreeable. Recommendations could be applied. Approx guidelines could be:

An example stake for horses in 30s could be $7k

An example stake for horses in 40s could be $9k

An example stake for horses in 50s could be $11k

An example stake for horses in 60s could be $15k

An example stake for horses in 70s could be 20k

An example stake for horses in 80s could be 30k

An example stake for horses in 90s could be 40k

An example stake for horses in 100s could be 50k

Based on nominations & race acceptances, at time the stake level will be determined. If there are 5, 40s horses & 5, 50s horses, a 50/50 mix will be given so a stake of 8k. If 3 noms rated 90s & 3 noms rated 100s, stake would be 45k. Alternatively this stake level set out could be just for horses rated 50s & under. 

A 1 off increase for ALL maiden stakes gives all a chance straight off the bat to run for it. It gives an immediate chance to pay back some upfront costs. There after pending the horses ability determines how much they race for after. This would be a selling point in terms of marketing for potential new owners. Simultaneously keeping exists customers/owners happy. Owners pay the bills that keep racing going. Given the current climate if 30-40% of support is pulled from them or disgruntlement starts to occur, not happy with current stake level, they could pull the pin. They are also the ones selling their horses overseas. Resulting in a mass decline of racing horses in NZ. Every year horse number - breeding has been going down, that too of drivers & trainers. Attached is article with summary of facts on trainers/drivers over the years, also 2 Southern trainers calling for put up minimum stake.

Where does this increase come from? - Not my problem. Perhaps ask those in paid employment who get paid for such tasks/goals to come to light.

Can clubs afford the raise? Yes Cambridge as an example, put in 150k this year for just 1 Race out of Club money.

The govt also supports the racing industry, as per article attached.

As you can see from rating list (see below attached), there are approx 53 horses that are rated 70 or higher in work or were recently in work. From years foaled 2015 - 2018 approx 1500 - 2500 breed per year x4 years. That is an incredibly low percentage of horses left in NZ at that level racing. As pointed out punting gives money to racing. With only 53 horses making up higher category, the main bulk of punting is coming from horses below that, as more races are run for lower grade. Yet the stake money isn’t there for them. Its going to the top.

Speaking of going to the top. The CEO of Harness is a co-owner of Spankem & South Coast Arden. Having a CEO being a horse owner, is this enough to be potentially considered a conflict of interest when decision making? Or potentially having a bias as could be friends with certain stables & not so friendly with others? Could this also potentially lead to team driving in races where Spankem & South Coast Arden compete? Regarding team driving is this something the general public with no interest in Harness would see as a positive or a negative? (Infomation via survey has been brought forward on this thread, stating the general public already have a negative outlook on racing, does this help?).

The CEO & co made a change to this years time honoured 4yo classics G1, The Messenger & The Taylor Mile now eligible for all ages open class. 4yos rating 60s wanting to have a crack, won’t get a look in. Instead 1 of the CEOs horses age 7, R120 won this year. Taking the $96,500k mile classic. This same horse Spankem won this race 2 years ago as a 4yo when it was a race for 4yos only.

Factor in the cost of living raise & inflation, year 2022 all are factors to consider.

Harness has been on a downhill spiral. A 1 off lift in starting maiden stake, would be a help & a welcome to those supporting the industry & potentially help the slide.

Some fantastic changes have been made & introduced by CEO & Co, so they are open minded to stake changes. An Intermediate Easter Country Cup series $100k final. RATTO series, Winter Rewards, Breeding incentives. Junior driver incentive. Its not all doom & gloom. Well done to CEO & co for making those changes.

Ladies & gentleman of Raceplace Jury, base your response on longterm effect & think of the future & survival of Harness. Will this 1 off move to increase all maiden stake to $12k be a help or a hindrance to that survival?

They are doing some good things which they should be applauded for.

What would it cost to do this?

Probably millions a year. I don't think they have the money to do it.

Good point. Willing to enter into negociations. How about as a compromise, the top rated maiden run per meeting gets $12k stake. That way at some stage all maidens will get a chance to run for it, when they enter initially as an MR50. As they slide down the maiden ratings to MR45, then they will be on current maiden stake.

Not sure on cost. But if there are 100 race meetings per year. Then would be 1 maiden to raise this stake to $12k. Lets say on average clubs need to raise by $2k to get to 12k. That is $200k needed. 

Drop the 2yo Jewels from $100k each race to $50k each. There are 4 races. That would be $200k. Hardly any 2yos racing so far this season & hardly many if any 2yo trotters seen. This time last year in a couple of weeks they would be turning 3!

The majority of features for 2yos have been run in South 4 or 5 of them. While the North has only had the 1 series Young Guns. (Now the 2yo Jewels is solely in South). 

Fields that make up these 2yo features run were mainly from 1 stable from South, having approx two-thirds of the runners & field sizes looks to have been small. 

Thats 1 cut. Sure to be others.
