The other aspect to this, looking at the 19/20 Annual report

Lotto did 1384 mil in turnover, of which 313 mil was paid to the Lottery Grants Board for distribution to charities etc

They spent 20.50 mil on promoting Lotto, basically their marketing budget.

That's what you are up against

The public is largely lazy and like to just buy a ticket for a chance at a large payout. No need for study or worrying about track conditions or anything else. The charity distribution would also be a positive against the dirty, tainted and corrupt racing industry as the public sees it. Lotto will always win hands down

Also, Lotto have spent tens of millions of dollars possibly hundreds, over the last 30 years, sanitising their product with warm fuzzy, feel good advertising.  Racing have done NOTHING

You also don’t have to go very far out of your way to buy a lotto ticket as they are available in places people go everyday.
 

Also up until recently the TAB charged you for the privilege to deposit online.
