I think it's to do with the fact that you can only play the triple joker on a team above you.

could swap the Rickety-toewn meeting to Ruakaka, PJ ...plenty rain coming to the Sowf Island but nothing to worry about in the glorious subtropical Norf. No chance of abandonment there. Currently a Soft 5 with no rain the past 24hrs.
